101 APPROVAL OF THE MINUTES OF THE MEETING OF THE
COUNCIL HELD ON 23rd OCTOBER 2018 .
It was proposed by Councillor Fowler that the above minutes be approved as a
true record; seconded by Councillor Lynch, all in favour and Resolved.
102 MATTERS ARISING FROM THE ABOVE MINUTES
The Clerk reported that item 90 (correspondence) should state that a copy of
a letter that Mr Bernard Butterworth (parishioner) had sent to Calderdale had been received by the Parish Council. He wanted the Parish Council to know that
he had asked Calderdale to place a covenant on the sale of the land at Boston Hill to ensure that it could never be built on.
103 LOCAL PLAN/NEIGHBOURHOOD PLAN
Local Plan
Councillor Kimber reported that the Local Plan is in consultation period.
Neighbourhood Plan
Councillor Kimber reported that Calderdale have requested an Environmental Impact Survey be completed by the group. This has delayed publication of the
Plan by a couple of weeks. Publication will now be 21st December.
Land at Boston Hill
Councillor Kimber has spoken with Mr Andrew Bibby and he has withdrawn any interest in the land.
104 CLERK’S REPORT
1) Data Protection Policy/Records Management Policy

3) Rent Payment
This matter has now been resolved.
A discussion followed regarding the Council’s financial position. It was agreed that after the January 2019 finance meeting a sub committee will be
formed to consider projects.
Councillor Bell reported that the interviews for the new clerk had taken place in the afternoon before the Council meeting. The staffing committee put
forward their recommendation which was accepted by the Council. The new clerk will start 1st January 2019. All the necessary paperwork will
now be completed.
105 FINANCIAL MATTERS

c) Calderdale MBC-grass cutting £1,062.06
d) Printer ink £59.03
£9.29 for stamps & paper were added by the Clerk at the meeting.
Councillor Ring will remind the Community Centre that they owe the Parish council £20 for their wreath.

108 ROAD & FOOTPATH MATTERS
1) Wall at Pecket Well
This remains on going.Councillor Beasley will obtain further quotes.

2) Smeakin’ Hill monument.
Councillor Fowler reported that the monument was opened on 23rd
September 1923.It was agreed that new Council formed in 2019 should
consider a centenary celebration.Some sapplings need removing from the
monument & the lettering needs to be made more legible.Action:
Councillor Beasley.
3) Over grown bushes on Haworth Old Road
The Clerk hasn’t received a response from Highways Dept but it was
reported by Councillor Kimber that the bushes have been pruned slightly.
109 ALLOTMENTS AND GARAGES
1) Recovery of removal of garage costs
Councillor Beasley reported that the claim form for the unpaid garage
rental,removal of garage & associated expenses has been submitted to
the small claims court.The notice has been served on the ex-parishioner
on 14th November.She has 14 days to respond (28th November).
2) Fly Tipping
Environmental Health are looking into the matter but it is taking a while
to complete the investigations.
Councillor Bell reported that the “Pecket Bar” sign on the properties there
has been removed.
110 PLAYGROUNDS
1) Items for monthly checks
Councillor Spencer reported that the swing seats have now been replaced.
The basket swing seats now need replacing.He will get a quote for these.
Everything else is in order although in the spring some of the equipment
will need painting.Councillor Spencer has the 6 monthly inspection report
& he will carry out next month’s inspections.Action: Councillor Spencer.
2) Drainage Issues
It was agreed to have a site meeting in the spring & get some quotes for the
work.
